Call for Investment Concepts and Pipeline: Community Power
Market engagement for energy finance intermediaries that can develop and manage investment solutions for portfolios of local and community energy assets.
Great British Energy has established the Community Power Fund to address a persistent investability gap in community and local energy.
Many projects can deliver local ownership, community benefit, decarbonisation and social value, but struggle to access scalable capital. They are often sub-scale, fragmented or at an early stage, or are exposed to revenue, policy and delivery risks that are difficult for institutional investors to underwrite project by project.
Through this Call for Investment Concepts and Pipeline, we are inviting expressions of interest from energy finance intermediaries capable of delivering managed investment solutions. These solutions should enable Great British Energy, alongside like-minded investors, to invest in portfolios of local and community energy assets.
The window for expressions of interest close at 11.55pm London time on 31 October 2026.

About the opportunity
Proposals should explain how GBE’s passive minority participation could help suitably qualified intermediaries develop scalable investment models for community and local energy.
Proposals should explain how the proposed approach would:
- aggregate smaller projects into investable portfolios
- support professional management and appropriate risk sharing
- provide or coordinate technical assistance where relevant
- move the sector beyond bespoke project-by-project funding
- unlock a near-term pipeline
- recycle community capital
- mobilise long-term private investment
- address barriers that would otherwise limit scale, pace or deployment
The Community Power Fund is seeking proposals that could support the deployment of an initial investment envelope of up to £50 million across up to 10 successful proposals.
Any recommendation to invest, and any subsequent investment commitment, will remain subject to the full approval process set out in the Call for Investment Concepts and Pipeline.

This opportunity is for energy finance intermediaries capable of delivering and managing an eligible investment structure. Respondents may include:
- fund managers
- specialist lenders
- asset managers
- development finance platforms
- aggregators
- platforms
- consortia with relevant capability

What happens after you respond
GBE will assess expressions of interest using the staged process set out in the Call for Investment Concepts and Pipeline.
GBE may decline to review or progress expressions of interest that are incomplete, out of scope, submitted outside the application window or do not provide sufficient information.
Progression through any stage does not mean that a proposal has been approved. GBE reserves the right not to proceed at any stage.
